Leanid Svetsik got registered at the Kastrychnitski, the Pershamaiski and the Chyhunachny district election commissions of Vitsebsk as an independent journalist. Now he has to compose complaints: he hasn’t missed three sittings of the Pershamaiski and the Chyhunachny DECs already as he wasn’t invited to them.

On 8 November the Leninski District Court of Mahiliou considered three cases concerning the non-inclusion of opposition members in precinct election commissions. The democrats' lawsuits were turned down in all three cases. The court declared that the decisions concerning the formation of the precinct election commissions were lawful and met the criteria according to which people had been included in them. The court verdicts are without appeal.

The composition of the precinct election commissions in the town of Vetka has undergone almost no changes since the local election that was held in spring 2010. For instance, the PEC that was established in the nursing home Shubina has just one new member. It also includes the head of the nursing home, Anatol Miatlitski.

The discriminatory attitude of executive committees to candidates from opposition parties was obvious; out of 1,073 candidates to PECs from these parties only 183 persons, or 17.1 percent, became commission members. At the same time the average "passing rate" of other candidates was 84.3 percent (70,815 members out of 84,024 candidates); the figure for the parties loyal to the authorities was 87.7 percent (1586 out of 1808), while with the candidates from 4 major pro-governmental public associations and 1 trade union the figure was 93.2 percent (23,689 persons out of 25,419 candidates became PEC members).

On 8 November the Chyhunachny, the Kastrychnitski and the Pershamaiski district election commissions of Vitsebsk held sittings to sum up the results of the verification of the signatures that had been passed to them by the campaign teams of the pretenders for presidency.

At about 2.30 p.m. in Vitsebsk the police detained journalist Uladzislau Staraverau who was taking an interview from Uladzimir Pravalski and shooting him on video camera. Mr. Pravalski didn’t even manage to answer any of his questions, as the detention was conducted in five minutes after the beginning of the interview.
