Celebration Of Freedom Day Banned In Vitsebsk
Vitsebsk residents cannot get permission from the officials for seven years.
Vitsebsk BPF activists have applied for a solemn assembly on the Freedom Day. They wanted to hold a rally at the Park of Culture and Rest of Railmen on Saturday, March 26.
Deputy head of the administration of Chyhunachny district Liapioshkina denied the applicant Kanstantsin Smolikau.
According to Smolikau, the official has said that “agreements, required by Article 3 of the decision of Vitsebsk city executive committee taken on July 10, 2009, resolution № 881 “On mass events in the city of Vitsebsk”, were not attached to the application.
According to this document, applicants have to make contracts with public utilities, doctors and the police in advance. But the city clinic №1 and the regional militia control have never signed an agreement with the opposition activists before.
The management of the clinic states that medical personnel is too busy, and the police say they will attend the rally only after the applicants are given the permission.
This situation has been lasting for the seventh year in a row, Vitsebsk residents haven’t got a single official authorization for a rally since 2009.
The activists have repeatedly been sentenced to arrests and fines for carrying out events without permission.
