Salihorsk: independent observer argues that ballot box was opened during dinner break
Uladzimir Shyla, observer of the Belarusian Helsinki Committee at polling station №32 in Salihorsk, reports about the opening of the ballot box for the early voting during the dinner break at the polling station.
“For the five days of the early voting I remembered the exact location of the seal on the ballot box up to one millimeter in relation to the ears of wheat on the state emblem and other distinctive points of the box. After the dinner break on October 10, the seal changed its location, some three santimeters from its original place. It wasn't broken, but just wasn't stuck back to its place. I am sure of it. At the beginning of the early voting I asked the commission to let me make a photo of the ballot box and the seal, but was not allowed to do it,” says Mr. Shyla.
