Prosecutor General's Office asked to check the legality of construction works in Brest Fortress

The appeal was filed by the chairman of the Belarusian Society for Protection of Monuments of History and Culture Anton Astapovich, who believes that in the course of the planned construction of a hotel and youth military-patriotic centrethe current legislation on historical and cultural monumentsis violated.

The applicant points that the construction works are carried out on the territory of historical and cultural monument, a complex of fortifications of the Brest Fortress. According to the existing technical standards, the general project of the details of planning needs to be developed and approved before designing individual objects. However, as noted by Anton Astapovich, in this case the general plan hasn't been developed and approved, the procedure of permits and approvals is broken, but the construction works continue despite this.

Chairman of the Belarusian Society for Historic Preservation and Cultural Organization requests the General Prosecutor's Office to inspect the observance of the procedure for issuing permits and approvals for the construction works by the state expert commission, the State Construction Control and the Ministry of Culture of Belarus on the territory of Kobrin fortifications of the Brest Fortress.

Anton Astapovich also insists that the prosecutor's office issued an order to stop the works on the reconstruction of the former headquarters of the regiment of light artillery with the restoration of the facade and other facilities until the development and approval of the project of detailed planning of the territory of the historical and cultural monument. Moreover, he insists on bringing to account the persons who are guilty of violations of procedures for issuing permits and approvals.
