Brest: management of a park reluctant to enter into an agreement necessary to hold a picket
Brest human rights activists have appealed to Brest City Executive Committee to hold a picket on December 10, Universal Day of Human Rights.
In their appeal they indicated the park of soldiers-internationalists as the action site. The park is one of the places determined by the authorities as suitable for mass events.
As reported by a picket organizer Uladzimir Vialichkin, the present legislation requires organizers of a mass event to enter into service agreements with a number of state agencies which secure the public order during the event, provide medical aid and clear the territory after the end of the action. At present, Brest authorities also demand that the picket organizers enter into an agreement with the organization on the territory of which the picket will be held. However, in a talk with the picket organizers a representative of the management of the park stated that this institution had no obligation to conclude such agreements and therefore wouldn't do it.
As a result, instead of the required agreement the human rights activists attached to the application for the picket a copy of the application for entering into an agreement with the management of the park of soldiers-internationalists.
