Uladzimir Shyla, civil activist from Salihorsk

Uladzimir Shyla, an opposition activist from the town of Salihorsk, has submitted a complaint to the UN Human Rights Committee to appeal against a ban on a Human Rights Day imposed by the executive officials back in December 2013.

The activist tried to protect his right to peaceful assembly at the Salihorsk District Court and then at the Minsk Regional Court. However, the Belarusian judiciary sided with the officials. Having exhausted all available and effective remedies at the national level, Uladzimir Shyla decided to make use of an opportunity to protect his rights at the UN Human Rights Committee. The complaint was prepared with the help of local representatives of the Belarusian Helsinki Committee.

It should be noted that this is not the first complaint submitted to this international institution by the Salihorsk activist. In October last year, Uladzimir Shyla submitted a complaint against a ban on a Freedom Day rally in March 2013. The complaint was received by the Committee, but a decision on its admissibility has not yet been taken.
