In his answer to local human rights defenders and civil society activists Judge Anatol Litouchyk explained that the case was outside the jurisdiction of the Brest Regional Court.

The complainants consider unlawful the decision to establish the city election commission, as no discussion of candidates for the election commission was held at the appropriate joint session of the Presidium of the City Council and the Executive Committee, held on December 27. The session lasted about 8 minutes and during that time the commission was formed from 13 out of the 20 proposed candidates. Meanwhile, none of the candidates nominated by the opposition were included in the commission.

The activists intend to appeal the ruling of Judge Litouchyk at the Supreme Court.
