Vasil Parfiankou sent for forced treatment
Former political prisoner Vasil Parfiankou has been placed in medical and labor dispensary No. 1 in the town of Svetlahorsk, after serving five days of arrest in Minsk.
The Human Rights Center “Viasna” learned this from the official information system of the forced treatment facilities.
According to information received by the human rights defenders, the measure was ordered by a ruling of Minsk Pershamaiski District Court of September 4. Vasil Parfiankou was not present at the trial. By doing this, the Court violated Par. 4, Art. 393-9 of the Code for Civil Procedures, as it states that “the statement about the placement of a citizen to the medical and labor dispensary is considered within ten days of its receipt by the court with the mandatory participation of a representative of the Interior, the Prosecutor, and the citizen." Par. 6 of the same Article requires that “in case of failure of the citizen” “to appear in court”, “he or she may be subject to detention.”
Human rights defenders do not know whether Vasil Parfiankou received a copy of the court order. Meanwhile, the measure cannot be reversed, as the period for appeal is over.
Human rights defenders view the practice of forced isolation of citizens as violation of human rights, as it lies beyond the scope of criminal procedures.
