On 1 February a group of Babruisk citizens filed an appeal to the Brest City Executive Committee and the Brest City Soviet with the request to present the ruling on adoption of the state budget of Brest for 2013.

As stated by one of the initiators of the appeal, Ihar Maslouski, the appeal turns attention to the fact that at present the rulings of the local authorities concerning the budget (which belong to the public information) can be received only through paid legal databases, such as "Etalon" or "Consultant-plus". The appeal's authors emphasize that presentation of such information to tax-payers at their own expense contradicts to the aims of the state which must be interested in spreading the awareness of the population about the adopted legal acts. The existing system considerably complicates the public access to such legal acts which creates obstacles to their unconditional implementation.

The applicants propose that the authorities not only place such legal acts at the website of the Brest City Executive Committee, but also post there drafts of the budget, hold public discussions on this matter and also place reports about the implementation of the yearly budgets.
