The election record released by Smarhon-based constituency election commission No. 59 following the end of the early voting campaign says 241 persons voted by 23 September, with 1,305 ballots left. However, the commission received 1,650 ballot papers, i.e. there should have been 1,409 unused ballots.
Thus, the observers argue that 104 ballot papers seem to have been lost. They fear the “lost” ballots may reappear on the commission’s final results.
