On 6 September, the administrative commission of Homel Savetski District executive committee fined Aliaksandr Protska, local distributor of the Novy Chas independent newspaper, 100,000 roubles under Art. 12.17 of the Administrative Code (“violation of trade rules”).
Mr. Protska faced charges on 20 August after he was detained by the police outside the city’s central railway station.
“I had been selling the paper for four months there. During the time, policemen came up to me four times. They checked my papers, and it was OK,” says the distributor.
