Vasil Berasneu, observer representing the Belarusian Helsinki Committee, has addressed Vitsebsk regional executive committee with a demand to prosecute Mrs. Liubou Dziadziura, editor-in-chief of the Vitsebski Rabochy state-owned newspaper, for numerous facts of early campaigning.
The Electoral Code prohibits election campaigning before the registration of candidates. Meanwhile, the newspaper’s issue of August 2012 featured a number of articles campaigning for local pro-government candidates – Uladizmir Dzedushkin, head of Orsha district executive committee, and Piotr Shyknian, head of Lepel district executive committee.
