Liozna: "Dazhynki" festival held at the cost of tax-payers

Mikalai Petryshenka applied to the Vitsebsk Regional Prouracy in connection
with a publication in the Liozna district state-owned newspaper "Stsiah
Peramohi" where the head of the local public utilities Aliaksandr
Karneichyk explained that "the budge means which are issued this year –
more than 576 million rubles, will be spent on paying the debts to the
organizations which worked in the district during the preparation of the
festival-fair for village workers "Dazhynki-2011".
That's why no major repairs of houses will be held in Liozna in 2012. It means
that the "Dazhynki" festival was held for the money of tax-payers. At
that time 14 building organizations from Vitsebsk, Orsha and Polatsk repaired
more than 70 objects, which costs almost 40 milliard rubles.
According to Mikalai Petrushenka, the re-assignment of budget means to another
category of expenditures is outside the powers of the public utilities.
Moreover, Article 11.69 of the Code of Administrative Violations provides a
fine for using money issued for major repairs for any other purposes.
