Baranavichy: will they let him breathe deep?

As it follows from letter #722 of the Baranavichy
District Executive Committee, dated 9 November 2011 and signed by the first
Deputy Chairman, M. Paluyan, entrepreneur Mikalai Charnavus is not allowed to
hold a foot-race in the village
of Vialikaya Kaupenitsa.
As we have already written, Mr. Charnavus wanted to hold this action with the
aim to inform the public about the refusal of the Baranavichy District
Executive Committee to lend to local entrepreneurs unused collective farms.
According to the received answer, the action couldn't be authorized, as
national highway P-2 went through the village and it was prohibited to create
obstacles to traffic and pedestrians.
On 11 November Mikalai Charnavus filed a new application, this time with the
Baranavichy City Executive Committee – he asks to let him breathe deep at the
stairs of the monument to Lenin in the center of Baranavichy.
