Vitsebsk invalids complain about violation of their rights

The Vitsebk Regional Council adopted a complex program for the development of social services in 2011-2015. However, the regional organization of the Belarusian Association of Invalids was proposed to find financing for the realization of its proposals.

As a result, Mikhail Karaliun, Chair of the Vitsebsk regional organization of the Belarusian Association of Invalids, applied to the website of the civil campaign “Tell The Truth!” with a letter where complaints of the Vitsebsk invalids are described.

Mr. Karaliun writes that considerable sums are spent on the realization of the Complex program of the social services development. In 2011 there was spent 31,277.8 million rubles. The planned sum for 2012 is 31,502 million.

According to the program, the developments are ordered by different bodies of the Vitsebk Regional Executive Committee (the Committee on Labor, Employment and Social Defense, the Bureau of Health Care, Culture, Sport and Tourism, the Police Bureau) and the Vitsebsk regional organization of the Belarusian Association of Invalids. That’s why BAI applied to the coordinator of the complex program, the Committee on Labor, Employment and Social Defense, with a number of proposals, including the creation of a network of public dining houses and cafes, an outwork center, the restoration of the complex rehabilitation of invalids through work therapy, audio therapy, eco-therapy and means of folk medicine.

However, the association of invalids wasn’t even invited to the discussion concerning the distribution and rational use of the financial means.

Even when proposals of Vitsebsk invalids concerned the repair of socially important objects, the first Deputy Head of the Committee on Labor, Employment and Social Defense Ya. Zhuleu answered that “the committee has nothing against the implementation of repair works in the nursing homes and territorial centers of social service by the public association “The Belarusian Association of Invalids”.
