Minsk resident Ihar Rylkou was reportedly beaten and taken to the nearest police station on 13 April in one of the capital’s residential areas. In her complaint submitted to the city’s prosecuting authorities, Mr. Rylkou’s mother says that her disabled son was badly beaten by three policemen and charged with disorderly conduct.
