Uladzimir Tseliapun, member of the Belarusian Popular Front Party, who was running for the Homel Regional Council in Palesskaya constituency #43, says he does not recognize the election results. On 27 April, he lodged a complaint with the constituency election commission, as provided by Article 82 of the Electoral Code.

In his appeal, Mr. Tseliapun reports of the violations of the provisions of the Constitution, the Electoral Code and other legal acts of the Republic of Belarus, that he, as well as his proxies and observers, had to witness at various stages of the election campaign.

The candidate had to protect his right to be registered as a candidate due to an error in the data provided by the local Technical Inventory Bureau. Then his campaigning materials were refused to be printed, which were never printed. Apart from that, Uladzimir Tseliapun and his proxy I.Nikitchanka were not allowed holding a meeting with voters in the local House of Culture.

The candidate impeached credit of the results of the early vote campaign, with up to 40-60% of voter turnout during the period. Moreover, the candidate and his proxies were denied access to information on the early vote.

When submitting a complaint on the voting day, Mr. Tseliapun did not find any of the constituency election commission members in their working place. As a result, the complaint was handed to chair of the commission Behliak, who is also deputy chair of Mazyr district executive committee.
