Rahachou district: one agitation site per six villages
The Rahachou district executive committee permitted outdoor agitation in villages only near the Culture Houses. However, there are only 29 Culture Houses in the 208 villages of the Rahachou district.
Even if two existing village clubs, the recreation center in the Tsikhichy agricultural settlement,the House of Popular Arts in the village of Kurhan and the district center of handicrafts in the village of Vostrau, we get just 1 agitation site per 6 villages.
According to the Election Code, the district election commissions must determine places for mass agitation (outdoor meetings, rallies and pickets). The candidates don't need an official permission for such actions. They should just inform the authorities about their intentions.
As it follows from ruling #85 issued by the Rahachou DEC on 8 February 2010, agitation in villages is permitted on the 'territorial adjacent to the village Culture Houses'. It means that candidates for deputies cannot legally meet with electors in the 173 villages that have no Culture Houses. They can only propose the villages to come to a Culture House located in another village.
