Vitebsk

Chairman of precinct election commission # 19 of Vitebsk-Horkauskaya district # 17 (over 23% of voters voted during the first two days here) refused to provide information about the number of the people who voted during the third day.

Zmitser Neststerau, chairman of precinct election commission # 35 of Vitebsk-Chkalauskaya district # 18, also refused to provide observers with such information. When an observer arrived to the polling station, only one commission member was giving out the ballot papers. Nestserau claimed there was nothing bad in that.

It was impossible to obtain such information in the district commissions either. For instance, Siarhei Zaitsau, member of district commission of district # 18, explained, such information does not get to the district election commission, but goes directly to Pershamaiski rayon administration of Vitebsk.

Yauhen Parkhamchuk, chair of the district commission, also refused to provide information about the number of voters in each precinct, the number of ballot papers given to the precinct commissions, and the number of people who voted on September 23-24. Parkhamchuk claimed, the Election Code did not oblige him to give such information to anyone.

Ales Ramanovich addressed the district commission in writing. However, even if he receives the response in 3 days, it would not give him an opportunity to get the information about early voting.
