Baranavichy: no information for observers

On 12 August an observer of Helsinki Committee Viktar Tsiapin addressed the head of the personnel department of Baranavichy city executive committee Aleh Savos with the requirement to inform him about the time and place of the sitting of Baranavichy city executive committee and the presidium of Baranavichy city Soviet of deputies on forming of the local electoral commissions.

Savos asked Tsiapin to phone in 20 minutes. At 1.30 pm he told the observer he could not tell anything on this issue and had no information. At 4 pm Vasil Tsiapin found that the sitting had already taken place and the commissions had been formed. At the end of 12 August Tatsiana Zhytko, an officer of the ideological department of Baranavichy city executive committee, also refused to give any information and said he did not have any data.
