People Can Be 'Fined' for Complaining to State Organs

On 15 January 2008 a presidential decree about additional measures on work with applications of individuals and legal organs will come into force. 

Since that time all Belarusian officials will accept private individuals and representatives of organizations on Wednesdays, not less than six hours at once and either start working not later than 8 a.m. or finish working not earlier than 8 p.m. so that people could come to them before or after work. 

According to the decree in the case a person sends a repeated complaint and the state organ sees no reason for reaction, the correspondence is stopped and the officials pay no more reaction. The second measure against complainants is that they can be obliged to cover the expenses for check-up of their groundless complaints. It is up to the officials to decide which complaints are and which are not groundless.
