Of Candidates to Brest Regional Council in Brest-Uskhodniaya #8,

Uladzimir Vialichkin and Stsiapan Navaselchan

We, candidates to Brest Regional Council in Brest-Uskhodniaya #8, Uladzimir Vialichkin and Stsiapan Navaselchan, doubt the results of voting in st-Uskhodnia district # 8, and city district #25. We believe the election was rigged.

On January 14, 2007, we, candidates to Brest regional council Uladzimir Vialichkin and Stsiapan Navaselchan, our agents and observers in election districts # 8 and #25, have revealed violation of Article 13 part 1 of the Election Code “Preparation and holding of the election… to local Councils of deputies…is done openly and publicly”.

On 14 January 2007 our agents O.E. Maslouskaya, Yu. I. Zhydovich, I. S. Sazon, S. N. Vakulenka, K.S. Belskaya, M.K. Koush, A. S. Navaselchan, and U.U. Vuyek were present at polling stations ## 71, 74, 76, 77, 78, and 82. They demanded that chairpersons of the election commissions organize open vote counting. Their demands were rejected. Moreover, none of the agents and observers present were given a possibility to see the ballot papers so that they could see with their own eyes, names of which candidates had been marked by voters. That means that the election commissions violated the constitutional principle of open and public elections!

Our agents and observers were illegally deprived of the opportunity to see if there is a correlation between the number of votes cast for each candidate with and the numbers written in the protocols of voting results composed by election commissions at polling stations ## 71, 74, 76, 77, 78, and 82. The protocols with voting results were not demonstrated to the public. The numbers written in the protocols were not announced. There was no opportunity to make a copy of the protocols.

We are convinced that open and public re-counting of the votes in election districts # 8 and # 25 is not possible. In the evening of January 14, 2007 the district election commission of district # 8 was absent at its legal address. The packs with ballot papers from polling stations were delivered to an unknown place (according to members of election commissions they were delivered to the “executive committee”). The agents and observers were not able to control safety of the ballot papers. We don’t know what happened to them.

Our agents drew up the reports about the violation. The reports were signed by the present observers. Basing on the reports we doubt the results of voting at election districts #8 and #25. We believe the elections were rigged.

That is why we address Brest regional election commission, Maskouski prosecutor of Brest, and the Central Election Commission with the request:


  1. To recognize the results of the election to Brest Regional Council in Brest-Uskhodniaya district # 8 invalid, and

  2. To recognize the results of the election to Brest Regional Council in city district # 25 illegitimate
