Justice Department of Minsk City Executive Committee Intends to Create Database on Parents Who Will Pay for State Upbringing of Their Children
On 5 December the establishment of such database was announced by Mikalai Zelianko, the chair of the justice department, at a sitting of Minsk city executive committee that was dedicated to implementation of presidential decree # 18 of 24 November 2006 On additional measures for state protection of children in troubled families.
At the sitting Mr. Zelianko also voiced the following information. In 2006 more than 777 suits on deprival of parental rights were received. 710 of them were considered, 608 satisfied. In 2005 663 residents of Minsk were deprived of parental rights.
During 11 months of 2006 Minsk borough courts received more than 2 500 executive documents about exaction of 500 million rubles worth expenses for upbringing children by the state.
‘However, only half of this sum, 262 million rubles, was exacted. The applied measures are evidently insufficient,’ pointed Mr. Zelianko.
At the same time a deputy chair of Minsk city executive committee Mikhail Tsitsiankou stated that at present Minsk has more than 5 000 children in socially dangerous environment. On the other hand, the number of such children who are educated in boarding-schools decreases at the expense of those who are adopted by families. 1,5 times more children return to their true families after social measures.
As a result of the sitting a complex of measures on fulfillment of the abovementioned decree was adopted, including the ways to find and register such children and employ the parents who will have to pay the state for care about their children.
