According to Deutsche Welle, on June 21 a journalist of Vitsebski Kurier newspaper and the representative of Belarussian Helsinki Committee Vitsebsk office Pavel Levinau were not allowed to attend the session of the local town council. They were stopped by 5 policemen with Aliaksei Shakhovich, head of Kastrychnitski Borough Board of Internal Affairs. Henadz Hrytskevich, chair of the council, said in a telephone conversation that Vitsebski Kurier distributed distorted information. That is why the doors of the council are closed for its journalists. Still, no one managed to answer why the policemen had stopped Pavel Levinau.
