On 1 March in Lenin Avenue in Homel four persons in plain clothes came up to Anatol Paplauny and Siarhei Tryfanau who were handing out brochures with agitation for Aliaksandr Milinkevich. They demanded to stop it because it was prohibited to hand out agitation materials near transport stops (Paplauny and Tryfanau stood in about 70 meters from the nearest stop). After this the activists went to Homel Regional Executive Committee and continued handing out the brochures on the stairs of this institution. According to Mr Paplauny, workers of Homel REC eagerly took the brochures, except for the highest-level officials. In some time the REC guard Aleh Padzei, sergeant-major of Homel Tsentralny Borough Board of Internal Affairs, came out and called for the police that detained the agitators. At first they were taken to Homel City Executive Committee and then - to Homel Tsentralny BBIA, allegedly for identification. The vice-chair of the ideological board of Homel CEC Liudmila Klimovich came there. She introduced herself as ‘empowered on composing of reports’ and composed an administrative report for violation of the electoral legislation by Mr Trubkin - handing out agitation materials in a wrong place. When Anatol Paplauny offered a brochure to a police major, the latter answered they already had about 4 000 copies of it.
