Andrei Muzychienka, a public activist, filed an application to Svetkahorsk Inter-District Prosecutor’s Office (Homel region) about the actions of the deputy of the head of the local Department of Internal Affairs P.Zykun, reported the press-service of the NGO Assembly.
On December 16, the Day of Solidarity, A.Muzychianka, a 19-year old Youth movement activist, was taken to the police from a street where he and other concerned people were standing with candles. Police major Zykun guided the detention. The reason of the detention was not explained to the activist and the report was not made either. In addition, they made a photo of the activist and took his fingerprints, which is not legally acceptable.
A.Muzychianka says:" When I returned to the police station on December 30, and filed a complain about the case to the head of the police department, I saw Zykun in the room. He took my application just to read and then he crumpled the paper". But according to the Law on appeals, the applications should be registered and considered.
At the beginning of December A.Muzychianka sent another complain to the Inter-District Prosecutor’s Office, in which he asked to file his new complain to the head of the police department and examine the action of Zykun. The Prosecutor's Office informed the public activist that his complain was directed to the head of the police department.
