On 9 December the circulation of the second number of the independent newspaper Narodnaia Volia for 2006 was detained on the Russian border. This time – without any explanations. 27 000 copies of the newspaper were printed by Smolensk printing house and driven to Belarus. They were detained by the border guards near the settlement of Rudnia and then taken to Dubrouna district police board. Neither the chief editor of the edition Iosif Siaredzich, nor the journalists received any answers about the reasons of this action.
