On 21 June the great hall of Polatsk City Executive Committee saw the sitting of the administrative committee. The committee headed by Liodziy Lysionka reviewed the materials on Mikhas Bautovich received from Pershamaiski Department of Internal Affairs of Vitsebsk. Police officers accused the chair of the Polatsk historical club VYTOKI of distributing the bulletin Polatsk Region, which is issued by non-governmental organizations of Polatsk, without the required imprint. Mikhas blamed the police officers who first asked for a copy of one of the issues and then accused him of violating Article 172 clause 3 of the Code of Administrative Violations of the Republic of Belarus. The committee ignored the statement filed by Mikhas Bautovich saying that Article 172 CAV of RB concerns printed publications with a print run of more than
299 copies. The Polatsk Region is printed as internal documentation and its distribution may not be qualified as violation of the law. The police did not produce any evidence showing that the bulletin had been printed in excess of the allowed quantity, because they only confiscated 11 copies. However, taking into account how the Polatsk area expert was detained on 15 May 2005 in the woods on the bank of the River Luchosa 150 meters away from the nearest building of Vitsebsk forestry company, the committee limited itself to the punishment provided in article 172 and issued the activist a warning with the confiscation of the taken copies of the bulletin Polatsk Region.
