The seminar was to take place on 19 March in Belaaziorsk Palace of Culture. It was to discuss methods of community participation to increase efficiency of housing resources management. The seminar organizers invited experts from the Belarusian Association of Working Women and representatives of local authorities. However, Belaaziorsk administration not only refused to take part in the seminar, but banned it from the local Palace of Culture. As the result, the seminar took place in a private apartment.
