Analysis of consistence of district electoral commissions on elections into local Deputy Soviets

There were established 117 district electoral commissions including 1 451 members. Among them there are

25 representatives of political parties:

Communist Party of Belarus – 8,
Party of Communists of Belarus – 10,
Belarusian Social Democratic Party “Narodnaia Hramada” – 2
Liberal Democratic Party of Belarus – 3,
Agrarian party – 1,
United Civic Party – 1;

235 representatives of public organizations:

Belarusian Republican Youth Union –56,
Public association of veterans – 46,
Belarusian Union of Women – 20,
Trade Unions – 111,
Belarusian association of hunters and fishermen – 1,
Public association of rescuers and firemen –1;

432 members of working collectives,
610 persons nominated by applications of citizens,
149 representatives of the bodies that have established the commissions.

The table below contains information about consistence of 10 district electoral commissions of Horadnia, Bierastsie, Miensk and Mahilieu regions. The analysis concerns the ways of nomination of the members and makes use of the information presented by the official mass media. In many cases there were only names without mentioning of the nomination ways which complicated the conditions for this analysis.

Commentary: the analysis of consistence of these district commissions allows to make the following conclusions:

1. Representatives of political parties have the smallest representation in the mentioned commissions. It fully repeats the tendencies observed during forming of regional and city (in the cities of district subordination) commissions. However, it is worth mentioning that such small representation of political parties can be connected with the fact that in some district there are no registered primary organizational bodies of political parties, registered in accordance with the established order. According to Article No. 33 of the Electoral code of the Republic of Belarus and Ruling of the Central electoral commission of November 25, 2002, it is a necessary condition for putting up candidates. In its turn, absence of registered primary organizational bodies of political parties and public organizations in province ensues from complicated order of registration.
2. The greatest number of commissioners were nominated by working collectives or applications of citizens. A considerable number of them are representatives of administration of enterprises, State bodies, bodies of local administration and self-government. For instance, to Shchuchyn district territorial commission by application of electors there was nominated Head of open corrective establishment No. 3 at the internal affairs board of Shchuchyn district executive committee A. Marchuk. The working collective of Shchuchyn district tax inspection nominated to the same commissions Head of a department Henryk-Zbigniew Piatrovich. Vice-commandant of military unit 14103 on disciplinary work M. Prakorym and Head of Horadnia regional Unitarian printing enterprise “Navahradak printing house” Iu. Buziuk were nominated to Navahradak district commission by applications of citizens.

So, the principle of wide public representation wasn’t executed during forming of district commissions on elections into local Deputy Soviets.
