Yauhen Hutsalau, observer detained on 18 September at Vitsebsk polling station No. 71, is facing charges of staging an unauthorized picket, as he is being held in the city’s detention center.
“There have been several actions in Vitsebsk calling for boycott lately. We do not know what he was detained for. All we know he was not detained during a picket,” says local observer representing the Belarusian Christian Democracy Tatsiana Seviarynets.
