Baranavichy City Executive Committee banned a picket against the Russian airbase
As it became known on 4 September, the
Baranavichy City Executive Committee didn't authorize the picket
against the Russian airbase, which social activist Mikalai Charnavus
intended to hod on 8 September, the Belarusian Military Glory
Day.
The activist intended to publicly express his protest
against the threat of the placement of the foreign military base on
the territory of Belarus. It was planned that the event wwould be
attended by 10 people with the posters "Belarus – peaceful
skies of Europe" and "Belarus – a neutral country".
As
it was stated in the response, signed by the deputy head of the
executive committee Dzmitry Kastsiukevich, on 19 November 2012
Mikalai Charnavus got an administrative punishment under Article
23.34, part 2 of the Code of Administrative Offenses for the
violation of the order of organizing and holding mass events. As we
have informed earlier, Judge Aksana Sarakhman sentenced Mikalai
Charnavus to a fine of 3 million rubles for holding a charitable
dinner at the Baranavichy cooperative market.
On this basis,
the executive committee banned the picket referring to Article 5,
point 6 of the Law “On Mass Events” of 30 December 1997. The
Baranavichy City Executive Committee prohibited Mikalai Charnavus to
hold a picket on 8 September.
Bear in mind that during the
year the city authorities haven't authorized a single street action
of the opposition.
