An appeal was lodged with the Leninski District Court of Mahiliou by Barys Bukhel and Aliaksei Kolchyn. The human rights defenders want the Court to cancel Decision of Mahiliou city executive committee of 19 December, 2007 "On Mass Events in the City of Mahiliou," as well as No. 15-12 of June 16, 2010 "On Amendments to Decision No. 25-19 of 19 December, 2007".

In addition, they want the court to reverse the decision by Head of the Administrative Department of Mahiliou city executive committee Ihar Auseenka, who refused to conduct a picket on August 5, 2013.

The human rights activists also want to make a particular decision to be issued for the city executive committee on the established illegal practice of signing decision on the applications of citizens to hold public events by an unauthorized official, and to oblige the city authorities to publish the judgment after its entry into force in the next issue of the government-run newspaper "Vesnik Mahiliova."

Mahiliou human rights defenders Barys Bukhel and Aliaksei Kolchyn addressed on 19 July, 2013 the Chairman of Mahiliou city executive committee asking for for permission to hold a picket on August 4 at a plaza opposite the main post office. The purpose of the picket was requesting the release of Ales Bialiatski and other political prisoners.
