Baranavichy observer appeals election violations
Baranavichy human rights defender Siarhei Housha, registered as observer at local constituency No. 5, has addressed the Central Election Commission with a complaint, saying that the formation of the constituency’s election commission was accompanied with certain violations of the Electoral Code.
In particular, the observer argues that the formation of the commission was administered by Mrs. Volha Dudko, head of local executive committee’s personnel department, which constitutes violation of Art. 11 of the Electoral Code. According to Mr. Housha, the official conducted the sitting of the commission and managed the vote count. Meanwhile, the electoral legislation prohibits interference of the executive power in the formation of election commissions.
In his appeal, the human rights defender urges the CEC chair to provide explanations on Par. 1 Art. 37 of the Electoral Code, and assess the incident from the legal viewpoint.
