Aliaksandr Kirylau, an activist of unregistered
Belarusian Conservative Party "Belaya Rus", visited Vitsebsk City
Executive Committee in order to file an application for picketing. However, the
head of the citizens' applications department refused to explain how such
applications are to be filled.
As a result, Mr. Kirylau made an entry in the complaint book and filed an
appeal with Vitsebsk Region Procuracy.
The planned picket was a part of the party's campaign under the common slogan
"Paupers, unemployed and victims of political lawlessness – unite!"
