Mazyr authorities ban picket in support of Ales Bialiatski
On 6 September Mazyr-based human rights defender
Uladzimir Tseliapun received an answer from the Mazyr District Executive
Committee to his repeated request to authorize a picket in support of Ales
Bialiatski.
The answer, signed by Feliks Haliuk, Deputy Chair of the Mazyr District
Executive Committee, states that “the head of the local executive organ or his
deputy has the right to change the date, place and time of an action on consent
of its organizers, but is not obliged to do it”. That's why the authorities
propose the human rights defender to determine the date, place and time of the
action on his own.
In this answer the official also ignored the demand of the human rights
defender to provide the ruling of the district Mazyr DEC about the order of
payment of expenses for picketing and the scheme of picketing at the Spartak
stadium.
Having received the refusal, Mr. Tseliapun filed appeals against it to the
Mazyr District Procuracy and the Chair of the Homel Region Executive Committee.
He intends to go to court if he receives negative replies from these state
agencies.
