Is Charter'97 in a list of web-sites, forbidden in Belarus?

The access to the site in the Academy of Sciences via BASNET network is blocked. It is likely that the site is unavailable in some other institutions as well.

This can be connected with the Decree No. 60

BASNET is the biggest and most developed scientific computer network in Belarus. It provides independent access to world computer networks through a whole-European network GEANT, bypassing "Beltelecom"'s gateway. 

In case the information about censorship in the academic network is confirmed, the staff of Charter’97 will inform the provider's European partners about this. A question on whether it is reasonable to cooperate with a network which uses the opportunities of the European scientific and educational system with political cencorship aims may be raised.
