On 12 February 2003 Brest residents witnessed the incident when Aleh Dydyshka, candidate to Brest city council, was not allowed to hang his promotion poster near the poster of another candidate in the same constituency. Another candidate, M.M. Kozich, director of “Pradtavary” state company, is the placeman of the authorities. Employees of store “Santa-8” and “Hairdresser’s” explained their behavior by verbal order “from above”. “Hairdresser’s” employee A. U. Nestsiarenka informed, that Kozich’s poster was put by a representative of the city executive committee. The citizens drew up reports about violation of Art 73 part 1 and part 2 of the Election Code and appealed to Brest city election commission and Leninski borough prosecutor’s office. They asked to cancel registration of candidate M. Kozich under Art. 73 part 4 of the Election Code.
