The corresponding request was sent to the Pershamaiski District Investigation Committee of Minsk concerning a statement of Mahiliou activist Aliaksandr Hamratau addressed to Judge Harbatouski, who considered the case about the neglect of the Law “On Applications of Citizens” by the mobile phone operator MTS.

Aliaksandr Hamratau didn't get an answer after an official letter to MTS. After the expiry of all legal terms for answering he went to court. The judge considered the case and rejected the lawsuit arguing that the “case circumstances, indicated by the plaintiff, didn't correspond to the reality”. At the end of his verdict Mr. Harbatouski also stated that it was without appeal.

Seeing such excess of powers by the judge, Aliaksandr Hamratau filed an appeal against the verdict. The answer, received from Chairperson of the Pershamaiski District Court, contained such expressions as “self-taught person” and “illiterate lawyer”, which he allegedly used towards Harbatouski.

Chairperson of the Pershamaiski District Court of Minsk Vysotskaya
did not like it and filed a complaint to the Investigation Committee, calling it to give a legal assessment of these words. Meanwhile, Mr. Khamratau states he didn't offend anyone, but just expressed his opinion.
