On 10 December Tatsiana Shauchenka, Judge of the Navabelitski District Court of Homel, fined a member of the United Civil Party, Uladzimir Shytsikau, 2.6 million rubles.

In court Mr. Shytsikau said that the criminal is the power that haunts people who commemorate the victims of Stalinist repression. However, the judge ignored his emotional speech.

As a result, Uladzimir Shytsikau was found guilty of organizing an unsanctioned street procession.

On 3 November Homel democratic activists commemorated the victims of Stalinist repression at the 9th kilometer of the highway to Chernihiv. They laid and flowers to the memorial cross with a sign: "One of the places of mass executions of victims of the Bolshevik dictatorship in 1919-1940". Uladzimir Shytsikau came to the cross carrying a white-red-white flag.

The mournful procession was shot on video by people in mufti from cars parked nearby. They also watched how the Homel activists cleaned the sites in the forest, at which NKVD officers executed civilians.
