The Chamber of Representatives is going to consider a draft law On information, informatisation and protection of information. It was directed to the ˜parliament’ by the Soviet of Ministers, said a deputy chair of the Chamber of Representatives Siarhei Zabalotsets to a correspondent of the BelTA.

The document determines the fundamentals of the state policy in the sphere of information, establishes the juridical status of the information, informational resources, subjects of informational relations, aims and measures of protection of information, the rights and obligations of its owners and owners of program and technical nets. According to the deputy speaker, the new initiative will fill the juridical white spots concerning the order and the conditions of citizens to open information of public nature, the informational security of the state, citizens and organizations, exchange of information including international exchange and also the responsibility of informational mediators.

The draft law states that citizens and juridical bodies have the right to receive from the state organs and organizations any information that directly concerns their rights, liberties, legal interests and obligations and warns about inadmissibility of the abuse of this right. It can’t be used for violent change of the constitutional order, propaganda of war, violence and ruthlessness, fomenting of social, national, religious and racial enmity and other unlawful actions. ˜Distribution of the information that attempts on the morality, honor, dignity and business reputation of citizens and juridical bodies is prohibited’, added Zabalotsets.

The document guarantees to citizens the right to protect information about private life from interference and control from the side of third persons, privacy of correspondence, telephone and other communications, personal and family secrets. ˜The information, an unlawful use of which can inflict harm to its owner, user or someone else is liable to protection’, Zabalotsets stated.
