On 2 November the Mazyr District Election Commission held a sitting to verify the signatures that had been collected in support of nomination of candidates for president of the Republic of Belarus. The refusal, signed by the committee Chairperson Uladzimir Miranovich, reads: ‘Articles 13 and 34 of the Electoral Code don’t provide observers with the right to observe the procedure of the formation of precinct election commissions. In the view of the aforesaid we have to refuse in granting Your request.’

It took the Hrodna District Executive Committee just 7 minutes (!) to form 40 precinct election commissions in the Hrodno district. According to the ‘established tradition’, the lists of the commissions’ members weren’t read and the candidacies weren’t discussed. Among the persons who were included in the commissions there are 26 representatives of the ‘state NGO’ Belaya Rus, 24 representatives of the pro-governmental Belarusian Republican Youth Union (BRSM), 37 representatives of the Belarusian Union of Women, 101 nominees of state trade unions, 4 representatives of collectives of institutions and enterprises and 280 persons nominated by collecting electors’ signatures. The sitting was attended by the observers Uladzimir Khilmanovich and Mikola Voran.

On 2 November the Kastrychnitski District Executive Committee held a sitting to form the precinct election commissions on the territory of the district. The United Civil Party, the Belarusian Leftist Party Fair World, the NGO BPF Adradzhenne and the Mahiliou Human Rights Center nominated 33 representatives to the commissions, but none of them were included in them.

The Tsentralny District Executive Committee (DEC) of Homel formed the precinct election commissions of the district at its sitting on 2 November. According to the member of the Belarusian Helsinki Committee Viktar Adzinochanka, the sitting lasted 14 minutes, during which 51 election commission were formed.

Of 238 complaints lodged with the assistance of “Human Rights Defenders for Free Elections” campaign’s lawyers from the beginning of the election campaign, only 9 have been satisfied (those related to decisions of local authorities about places where pickets for collecting signatures were prohibited). Central and territorial election commissions have rejected all complaints related to the violation of the electoral legislation by the initiative group of Alyaksandr Lukashenka.

On October 12 the volunteer Aliaksandr Tarnahurski was collecting signatures in support of the candidacy of Andrei Sannikau in a residential house, and when he left one of the doors, a police car arrived and policemen asked him what he had been doing. Tarnahurski said that he collected signatures, and showed his passport and the certificate of a member of Sannikau’s campaign team. Policemen detained him and drew up a report for absence of a reflector.

02.11.2010 Central Election Commission denies that campaign team of Aliaksandr Lukashenka violated the electoral law

The civil activists Mikita Krasnou and Viachaslau Dziyanau received from the CEC a response to their complaint concerning  the use of administrative resources for collecting signatures in support of nomination Aliaksandr Lukashenka a candidate for president. In particular, they pointed out that students of Belarusian University of Informatics and Radio Electronics had to stand in Lukashenka’s electoral pickets during their study time, and their work was ‘supervised’ by a the member of Lukashenka’s campaign team Aliaksandr Khmyl, the university provost on education. The CEC Chairperson Lidziya Yarmoshyna considers this complaint groundless.

Some of the representatives nominated by the Belarusian Popular Front to precinct election commissions of the Brest region were included in the commission. In particular, in the Drahichyn district the authorities included in the commission 2 out of 5 nominees, in the Malaryta district – 2 out of 4, 1 - in the Ivatsevichy district and 3 – in the Kobryn district.

On 1 November the joint sitting of the Pinsk District Executive Committee and the Presidium of the Pinsk District Council on formation of precinct election commissions took place. The opposition parties and democratic NGOs didn’t nominate any representatives to the precinct commissions, that’s why the ‘formation’ of all 70 commissions took very little time, a little more than 5 minutes.

According to the information received by human rights activists from members of the Kastrychnitski and the Leninski district election commissions, the greatest number of signatures was collected for President Aliaksandr Lukashenka - 30,582. Then come Aliaksei Mikhalevich with 24,196 signatures, Uladzimir Niakliayeu with 16,598 signatures, Ryhor Kostuseu with 16,545 signatures and Yaraslau Ramanchuk with 12,835 signatures. Members of the campaign teams also collected 12,381 signatures for Mikalai Statkevich, 8,981 – for Andrei Sannikau, 9,044 – for Dzmitry Us, 7,123 – for Viktar Tsiareshchanka, 6,047 – for Vital Rymasheuski and only 57 signatures for Yury Hlushakou.

The long-term observer from Slonim Ivan Sheha keeps visiting the executive officer of the executive committee Alena Machalina and phoning her several times a day in order to find the date and place of the sitting of the committee on formation of the precinct commissions. However, she just answers ‘I don’t know anything yet’ each time.
