Vitsebsk October District election commission #20 was the first to have refused to register Mikalai Statkevich's initiative group.
Observer Anatol Rodzik, member of the party of the left "Fair World", says that there were a number of violations in the documents presented by Statkevich's group. In particular, the Election Code does not allow convicts and prisoners serving their sentences to take part in elections.
