On 26 October Minsk City Court ruled to extend detention of a European Humanities University student Mikalai Dziadok, previously arrested on suspicion of attacking the Russian Embassy in Minsk back in August 2010. On 1 October, he was charged with attacking the General Headquarters of the Ministry of Defense.

On 17 October, Babruisk police detained local activist of the Belarusian anarchist movement Siarhei Sliusar on suspicion of involvement in the attack on the town’s KGB department back on 16 October, when two Molotov cocktails were thrown at the building by unknown persons.

Belarus
has ignored most of the recommendations made during the Universal Periodic Review
procedure (UPR), as well as those by the UN Human Rights Council. It can be seen from the Views and responses of the Republic of Belarus
on the Conclusions adopted for further consideration by the competent authorities
in the UPR on May 15, 2010. The content and the importance
of these recommendations to the country’s civil society will be discussed with
the chair of the Human Rights Centre "Viasna" Ales Bialiatski.

The beginning of autumn was rich in socio-political events, which was partially connected with the approach of the presidential electoral campaign. September was marked with forced dispersals of peaceful street actions, mass detentions, an ongoing crackdown on freedom of expression, judicial persecution of social and political activists, and linguistic discrimination. The untimely death of the journalist of the web-site charter97.org Aleh Biabenin, throwing of Molotov cocktails at the Russian Embassy and the delinquents' isolation center in Minsk and the repeating arrests of a number of youth activists contributed to creation of a tense atmosphere. The month ended with a human rights week in Vilnius that included three important events – an annual meeting of the network of Human Rights Houses, the international conference on human rights in Belarus and the Baltic countries and the Belarusian Human Rights Forum II.

Lydia Ermoshina, Chair of the CEC, said that she believed in Alexander Lukashenko's victory in the forthcoming election. This was proclaimed even before the documents on registration of the initiative group of the incumbent president were submitted to the CEC. The statement by the CEC Chair is against the principles of non-engagement and fairness, which should be the guide for the electoral administration.
