Homel pro-democratic activists Uladzimir Katsora and Uladzimir Niapomniashchykh have addressed the Constitutional Court of Belarus with a demand to provide legal assessment to the provisions of Article 8.4 of the Code for Administrative Procedures in their compliance with Article 25 of the Constitution and Article 9 of the International Covenant on Civil and Political Rights.
On 12 January Siarhei Shytsikau, Judge of the Tsentralny District Court of Homel, turned down the appeal of the Homel human rights defenders Anatol Paplauny and Leanid Sudalenka against the refusal of the Homel City Executive Committee to authorize their picket, dated to the Human Rights Day, 10 December.
The head of the Homel regional organization of the United Civil Party Vasil Paliakou and its activist Uladzimir Niapomniashchykh were detained by riot police at about 3.50 p.m. near the Central market, while handing out the party bulletin “Holas Rozumu” (“Voice of Reason”).
On 10 January Vasil Paliakou, head of the Homel regional branch of the United Civil Party, filed an individual communication with the UN Human Rights Committee concerning violation of Article 14 and 26 of the International Covenant on Civil and Political Rights by the Republic of Belarus by forced dactylography.
On 26 December, Leanid Sudalenka, the leader of the Homel-based Strategic Trials Center, received a reply from the UN Human Rights Committee, saying the rights of local resident Mrs. Marya Tulzhankova were violated by the Belarusian government.
According to the Belarusian legislation, blood donors are freed from work and receive a financial reward the day when they pass their blood. According to a new ruling of the Soviet of Ministers, donors must receive 35% of a living wage – about 200,000 rubles.
