The local authorities are doing everything possible to smother the civil initiative for returning of the liquidated social guarantees.

26.09.2008 Candidate uses work phones and staff

On September 25th Yuras Zhydovich, voter in Brest –Centralnaya district, called on the number 42-65-58, indicated in the campaign leaflet of candidate Larysa Bahdanovich. Bahdanovich is head physician of the regional center for rehabilitation for children with psycho-neurotic diseases. The phone was answered by secretary of the medical center. On the question about meetings of the candidate with voters she answered that no more meetings were planned. The secretary was so aware of the campaign as if she works not in the medical institution but in the candidate’s headquarters. Evidently, Larysa Bahdanovich uses not only her work phones, but also her personnel, her subordinates in order to achieve her political goals. This is prohibited by the law.

24.09.2008 Brest: Polling stations lack information about candidates

On September 23rd Anatol Liaukovich, chairman of the BSDP (Hramada) and candidate to the Chamber of Representatives in Brest-Zakhodniaya district #1, filed a statement to the Central Election Commission and OSCE and CIS observation missions. The statement says, according to Article 45 of the Election Code, “stands with informational materials about candidates are to be prepared at all polling stations, no later than 14 days before the election day. Information stands should be kept in the voting premises also on the day of the election”.

24.09.2008 Brest: Observers point to numerous violations on the first day of early voting

On September 23rd during the work of election commission at precinct # 36, at 12.10 two students were writing a test at the desk for observers. When observers came in and asked what was happening and who the people at the desk were, commission chair V. Shcherbachevich told the students to leave the room.

22.09.2008 Spontaneous rally of entrepreneurs takes place in Brest market

A spontaneous rally of entrepreneurs took place at Varshauski market of Brest, RFE/RL reports. The reason was the actions of the tax inspectors. They arrived to the market and demanded conformance certificates from sellers of baby carriages. The entrepreneurs were outraged because they had the quality certificates and all the necessary documents.

Only one BPF member was included in precinct election commissions of Brest. Now the party has not representatives in the commissions.

A document entitled ‘Decision for provision of civil security and road safety in Brest oblast during preparation and holding of the elections of deputies to the Chamber of Representatives of the National Assembly of the fourth convocation’, signed by the head of the head of the internal affairs department of Brest oblast executive committee, lieutenant-colonel V.Krasnichenka, and agreed with the head of Brest oblast KGB department L.Dziadkou and the procurator of Brest oblast, senior justice advisor S.Khmaruk.

11.09.2008 Brest: human rights activists and their families are questioned concerning 4 July blast

On 8 September officers of Brest police phoned to the human rights activists Raman Kisliak, Uladzimir Vialichkin and Mikhail Illin (Vialichkin’s son). The policemen asked where the people had been on 3-4 July and who could confirm it.
