Uladzimir Laptsevich, a reporter for the BelaPAN news agency, has filed a complaint in the Mahiliou Regional Court against two officials of the Regional Council of Deputies, including its Chairman Mr. Isachenka, who prevented the journalist from attending a meeting of the Council.
