The law does not provide for observers’ involvement in the submission of election records to constituency election commissions, says the Central Election Commission in its reply to observer Ales Kaputski, registered in Maladechna constituency No. 73.
According to the CEC, observers can only attend the sitting of a constituency election commission convened to announce the voting results.
Ales Kaputski says he has repeatedly witnessed constituency election commissions’ unwillingness to allow observers supervise the procedure of receiving election records from polling stations, when observers are forced to leave until the final results are announced.
