The analysis of the constituency election commissions of Homel shows a tendency characteristic for the whole Belarus: “occasional” people rarely become members of election commissions, all of them are formed according to one scenario – representatives of executive committees, enterprise administrations and secondary schools are included in them as nominees of civil associations, trade unions and groups of citizens. However, according to the law the share of state officials must not exceed one third in a commission.

Yubileinaya constituency #31

9 out of 13 members of the commission have already worked at the election commission during the previous parliamentary election. Some of them also worked in the commission during the presidential election. In particular, the assistant director on ideological work at Electric Equipment Ltd. Sviatlana Staina was included to the commission as a representative of the “state NGO” “Belaya Rus” during the presidential election, and as a representative of a group of citizens – during the present election.

Communist Viktar Zabarny who, on the contrary, worked at Yubileynaya constituency during that election, became a member of the Sialmashauskaya constituency. The same happened to Siarhei Karneyeu, deputy head of the housing economy “Chyhunachnaye”, nominated “by citizens”, and to Tatsiana Kazhamiakina.
