A group of people deceived by the government gathered at the Minsk central railway station and marched to the House of Government.

They were going to hand in a poster with article 40 of the Constitution (on the right to sent appeals to governmental bodies) to Lukashenka so that he could hang it in the presidential administration building, RFE/RL reports.

People in mufti blocked them from entering Independence Square and seized the poster.

Article 40. Everyone shall have the right to address personal or collective appeals to state bodies.

State bodies as well as the officials thereof shall consider any appeal and furnish a reply thereto within the period determined by law. Any refusal to consider an appeal that has been submitted shall be justified in writing.
